The ruling in C.S.0. 1985/15
hardly appears to have any bearing on ☀
this particular case except that the
latter portion of paragraph 2 of the
Secretary of State's Despatch No. 198
dated 11/7/18 would appear to show that it was never contemplated that "officers
of the regular service" should hold the
posts of Private Secretary or Aide-de-
Camp.
2. If the principle of the
Treasurer's minute of 7/4/14 be ad-
mitted, and the office of the A.D.O. to His Excellency had at the same time been vacant, Mr. Pletcher could have occupied
the dual office of P.S. and A.D.C. and
drawn the full salary of these offices,
in addition to his emolumenta as Acting
Treasurer and Assistant Colonial Secrete
